VOIP, automated call distribution (ACD) solution for business.?

Looking for a way to setup a call center where phone center employees can answer phones from home, Telecommute. I want to be able to monitor call loads and add and remove active station depending on who's working. Oh yeah, has to be affordable. Any ideas out there on how to set this up?
